MASS CASUALTY INCIDENT

By Chief Richard Yingling, Jr
December 6, 2009

On Friday evening December 3rd at 17:43 hour's units from the Hampstead station were dispatched for a vehicle collision in the area of Hampstead-Mexico & Brodbeck roads. Paramedic 29 responded within a minute followed closely by Engine/tanker 24 with 4 volunteers. With units enroute dispatch advised they had received numerous reports of a minivan being involved with at least 6 passengers. Dispatch automatically added 2 additional ambulances to the assignment bringing Paramedic 49 (Manchester) and Ambulance 37 (Westminster) to the scene. Paramedic 29 arrived and reported a 2 vehicle MVA with a small fire in the area of the minivan, also requesting MSP aviation for a Priority 1 patient. Engine/Tanker 24 arrived approximately a minute later, with crews checking on the fire and assisting the medic crew. After assessing the scene Chief 2 (Yingling) requested an ALS strike team, an additional MSP helicopter for a priority 1 pediatric patient. Additional Chief 2 established command and advised dispatch of at least 9-10 victims. Truck 2 & engine 23 from the Hampstead station respond as well and was tasked with triaging, and securing the scene. The ALS strike team brought to the scene Medics 38, 39 (Westminster), Medic 79 (Lineboro), ambulance 28 (Hampstead) and rescue squad 4 (Manchester). Rescue Squad 4 was charged with establishing a landing zone for the 2 helicopters at the Four Seasons Sports Complex soccer field. As additional resources arrived and patients were prepared for transport Medic 38 upgraded the priority of their patient from 2 to 1 and a third MSP helicopter was requested. Upon arrival of MSP Trooper 3 the flight paramedic was brought to the scene to assist in assessing the 3 priority patients and determine which was more critical and would be transported first. As units began transporting the injured an additional patient was located and 1 more ambulance was requested bringing York County Ambulance 52 (Pleasant Hill) to the scene. In total 11 patients (9 in the minivan & 2 in the work truck) were assessed with 9 being transported to area hospitals. Three patients (2 adults & 1 pediatric) were transported by helicopter to Shock Trauma & Johns Hopkins respectively. Units remained on location for a short time assisting the Carroll County Sheriff's office with lighting. After approximately 2 hours units began to clear and return to service.
